Grand Strand Developer Appointed State Housing Board Chairman - 3/6/1998

  Governor David M. Beasley has announced the appointment of Eugene Collins "Gene" Spivey as chairman of the Board of Commissioners for the South Carolina State Housing Finance and Development Authority. Spivey, vice president of Horry Land Company, has served on the Authority's Board since 1990, when he was initially appointed by then-Governor Carroll A. Campbell, Jr. Spivey succeeds Rebecca K. Swindell, who has served as chairman since 1989 and Board member since 1981.

An enthusiastic supporter of the Authority's mission, Spivey was most recently tapped to head up the Authority's Economic Development Task Force. This group, which includes fellow commissioners Eddie C. Bines of Charleston and James J. "Jimmy" Kerr of Johns Island, as well as three staff members, is charged with developing criteria to evaluate economic development proposals including determining the degree of affordable housing to be derived from such projects, provisions for fund reimbursement, and basic credit standards of the proposals.

Gene Spivey brings practical knowledge and experience to the agency. His company has been developing real estate in the state since 1902. He takes as much pride in the State Housing Authority's ongoing high level of performance and sound fiscal management. "The program accomplishments are visible as more housing stock is created, but I've been able to see first hand how much hard work, from a relatively small staff, goes into each initiative," he said. "The people in this state should know how effective and productive this agency is," he added, explaining the Authority's role of generating needed affordable housing at no cost to South Carolina tax payers.

Spivey attended The Citadel and is a graduate of Coastal Carolina University. His term as Authority chairman will expire at the Governor's pleasure. The South Carolina State Housing Finance and Development Authority's Board of Commissioners establishes policy and oversees the agency's operation. Members are appointed by the Governor with advice and consent of the South Carolina Senate
