South Carolina Housing Officials to Serve National Commission - 10/23/1998

The members of the National Council of State Housing Agencies (NCSHA) announced the names of two South Carolinians to prestigious posts last week at its annual conference. David M. Leopard, executive director of the State Housing Finance and Development Authority, was re-elected for a third term to NCSHA's 11 member Board of Directors. Eddie C. Bines, deputy director of the City of Charleston Housing Division, and a member of the Authority's Board of Commissioners, was appointed to NCSHA's subsidiary organization, the National Council of State Housing Boards.

Dave Leopard was appointed executive director of the Authority in July, 1993. He is responsible for financing multi-family residential housing developments under a variety of insured, guaranteed, or pass-through programs; the allocation of the federal low income housing tax credit; administration of annual contributions and contracts entered into under HUD's Section 8 Housing Assistance Program; a federally-assisted moderate rehabilitation program for rental housing; administration of a Rental Assistance Program; administration of HUD's HOME Program; administration of the State Housing Trust Fund; information and cooperative programs with cities, counties, other housing authorities, and nonprofit associations throughout the State, and, a Single Family Mortgage Purchase Program under which federally insured or guaranteed mortgage loans have been purchased from originating lending institutions throughout the State.

Prior to his current position, Leopard served five years as assistant director of Human Resource Management, South Carolina State Budget and Control Board. Leopard, born in Piedmont, holds a Bachelor of Science degree in Business Administration from the University of South Carolina, a Masters degree in Business Administration from the University of Oklahoma, and is a graduate of the USAF Air War College. He has also served the NCSHA as a member of its Strategic Planning Task Force.

Eddie Bines was appointed deputy director of the City of Charleston Housing Division in 1982. He is responsible for overseeing the production of affordable housing for the city of Charleston; the oversight of HUD projects and budgets; strategic planning and on-site construction inspections. He also coordinates housing production activities for Habitat for Humanity, Volunteers of America, the Housing Authority of the City of Charleston, the Episcopal Dioceses of South Carolina, Charleston Affordable Housing, Historic Charleston Foundation, the Humanities Foundation, Charleston Neighborhood Development Corporation, and the Charleston Area Community Development Association.

A former realtor, Bines holds a Bachelor of Arts degree from Claflin College and a Masters degree in Management from Webster University. Bines has served on the Authority's Board of Commissioners since 1988 when he was asked to complete an unexpired term. He was re-appointed in 1989.

"He is actively involved in affordable housing in Charleston and brings many years of experience in housing and real estate to the table," said Leopard. "Eddie Bines will be an excellent addition to the NCSHB Board of Directors, and I wholeheartedly recommend him."

The National Council State Housing Agencies is a national, nonprofit organization created in 1970 to assist its members in advancing the interests of lower income people through the financing, development, and preservation of affordable housing. NCSHA's members are Housing Finance Agencies with statewide authority. NCSHA's member agencies operate in every state and the District of Columbia, Puerto Rico, and the US Virgin Islands. The National Council of State Housing Boards is comprised of member states' Board members. NCSHA represents its members in Washington before Congress, the Administration, the several federal agencies concerned with housing, and other advocates for affordable housing.
