As the Owner/Agent of a property leased under the Housing Choice Voucher Program (HCVP), you agree to provide a safe, decent and sanitary unit, charge a reasonable rent compared to other similar market properties, not charge side rent or rent not disclosed to SC Housing and to fulfill other obligations outlined in the lease agreement and Housing Assistance Payment (HAP) Contract.

It is the responsibility of the Owner/Agent to determine the suitability of prospective tenants. Owners are encouraged to screen applicants for rent payment history, eviction history, damage to units and other factors related to suitability as a tenant.

Tenants agree to follow the voucher program tenant obligations, which include adherence to the terms of their lease agreement and timely payment of their rent portion.

SC Housing agrees to make a timely rental subsidy payment on behalf of the tenant each month on or before the fifth day of the month and to enforce both the tenant obligations and the HAP Contract. For more information, visit the HCV Program page: Housing Choice Voucher Program.

Important Facts:

  • Tenant selection rests with the owner.
  • Monthly subsidy payments are mailed to the owner on the 2nd business day of each month.
  • Rental assistance promotes stable occupancy and reduces tenant turnover.
  • There is no interference by SC Housing with the owner-tenant relationship except as mediator.
  • Rents may be adjusted annually.

Listing Available Units

SC Housing continually invites owners to make dwelling units available for leasing by eligible voucher holders. We do not directly recommend voucher-holders to your vacancies, but you can list available units online at SC Housing Search, a fast, easy-to-use, free website for renters, buyers, and affordable housing property managers.
